Congress managed to override a veto making it possible for 9/11 families to sue Saudi Arabia for the actions of 19 people on 9/11 because of their nationality.
The problem;
Obama is worried that America might have to answer for it's past crimes (Kissinger is a well accepted war criminal internationally as are Bush-Cheney for their war crimes. While in America Bush attends ceremonies and Kissinger gets medals i.e. in most countries killing innocent people for any reason is frowned upon, especially en mass. To do it to 'save face' shows a criminal mind on the level with Hitler). In other words, if we can sue other countries for the actions of its citizens then they can sue us for the same reason. If we can sue a country or government then they can too. In yet other words, Congress passed a law that equalizes the standing of nations in view of the law! (first time they ever promoted equality in decades!)
... not to mention the most obvious one... can any 9/11 family POSSIBLY win a case against Saudi Arabia in a civilian court given which way the evidence points? i.e. On 9/11 - The Few VS The Many: How A Few Experts Using "Government Authority" Managed To Outweigh The Many On Network News
Why what Congress did is unprecedented;
In other words the reason Japan can't sue us for dropping nuclear bombs on two inhabited cities killing thousands of innocent people like we did the Native Americans (rather than in uninhabited areas to make a point of the new technological advancement) is because of sovereign nation immunity.

2. "The reason default is no better idea today than when Newt Gengrich tried it in 1995, is it destroys your brand [i.e. America's credit rating] and would give the president the opportunity to blame Republicans for bad economy" - Defaulting was seriously tried by Newt in 1995.
3. "Look, he owns the economy. He's been in office almost 3 years now and we refuse to let him entice us into co-ownership of a bad economy" McConnel - The co-ownership is referring to the United states economy.
Important Republican Party Position: McConnel admits that making sure Obama is a one term President is his primary political goal. This means that the worse the economy is the better chances are that Obama will be a one term president.
At one point, McConnell said: "I have little question that as long as this president is in the Oval Office, a real solution is unattainable." In an interview with CBS News, the president noted that McConnell has described his major political goal as making Obama a one-term president.
i.e. He won't negotiate or help the country IN ANY WAY as long as Obama is in office IS the basic GOP political strategy since Obama took office.
Not to mention that standard hypocrisy of opposing debt ceiling increases for the 2 wars that they funded with debt...
