Also, keep in mind that the whole TARP program was approved by Congress and the Senate in October of 2008. The bill grants $700 Billion to stabilize the financial system. As of today there is still about $400 billion that the bill still allows to be distributed. As long as this bill is law that money will be given out eventually. So will weird, inappropriate bonuses.
